Rochelle Clayton – City Manager, Barstow
Rochelle Clayton brings more than three decades of public service experience to her new role as Barstow’s City Manager, including over 10 years in city management. A seasoned government leader, Clayton has a strong track record in financial oversight, strategic planning, and executive city leadership. Throughout her career, she has successfully managed multimillion-dollar budgets, led major infrastructure and economic development initiatives, and implemented key policy reforms.
Most recently, Clayton served as Interim City Manager for the City of San Bernardino, where she oversaw a $200 million budget, led homelessness policy negotiations, and directed citywide operational improvements. Prior to that, as Assistant City Manager in Menifee, she was instrumental in launching the city’s police department, managing critical infrastructure projects, and enhancing municipal service delivery.
Clayton is also an active contributor to the broader public administration community. She holds memberships with the International City/County Management Association and the California Society of Municipal Finance Officers, underscoring her dedication to continuous professional development and effective local governance.
